Green light
When my pc is off a green light is shinning at the top left of the mobo. What is super weird is my pc is taking 5 or 6 seconds to power on

Check your motherboard manual. The lights will be explained in the manual.

the psu always puts 5v to power bios, usb(if eup is disabled) and parts needed to turn on the board and psu, for wol or other features

it may also be on if windows put it to sleep/standby instead of powering off

that means that your motherboard is still recieving power. you have 2 solutions: you can either turn off the power switch at the back of your power supply(if you have one) or unplug it.

no. there is also a risk of your pc turning back on after a while. that happens to several of mine.

it could be turning due to usb activity or something
check bios and disable all wake/power on timers

Not really.
Personally I use a power strip to "unplug it" but it accomplishes the same thing really.

Green LED usually confirms that the motherboard is receiving power.
