Even if the RAM was, you didn't list Speed or timings so no one could identify it.
The CPU is much more powerful than the GPU which means it's the GPU bottlenecking

Idk if the specs are actually correct tho, because I was looking in razer and it said my I-9 is 2.2 GHz? and honestly idk how to see the speed of my graphics card. Here's a link to the one I paid for.

I don't really experience any problems per say (Besides keystrokes not registering when playing certain rhythm games). My old laptop is an i-7 7700H with a rtx 1050 ti (4GB I believe) A year or so ago I upgraded from 16 GB ram to 48 GB and that seemed to help a lot when playing games on that laptop.
Even if it was faster, RAM always will cause bottleneck.

if the ram is oem or slow or not running at rated spec it can prevent other components from running at their rated performance
Bad cooling in a laptop can be a bottleneck as well.
Also most laptops don't have XMP profle for RAM and with 5600 and unknown timings it may not take advantage of a fast CPU.
Also laptop version of 4060 is quite slow and similar in speed to 2060 or 2060 super desktop version.
So it really depends what game and if your laptop has good enough cooling.
The biggest difference between DDR5 and previous generations is that each 64-bit rank now contains two 32-bit channels. While splitting the 64-bit channel in two doesn’t increase bandwidth, it does allow smaller transfer blocks for its increased (doubled) 16 data-cycle burst length.
^^^^this means that there can be 32 bit single 16gb memory sticks for DDR5 as they would only use 4 memory chips on the PCB.....what you need to do is find out if you have one memory stick or 2.....if its a single stick its bad as you need both channels of the CPU working and one stick wont let you do that.......if its 2 sticks with the way DDR5 can be built its also bad as you most likely have 2 32bit memory sticks with each running half the bandwidth it could.....
what they really did was took the 2 64 bit memory channels older mother boards had and turned it in to 4 32 bit channels with 2 channels on each stick BUT only if you have memory chips on the PCB to populate all the channels.....
a real 32gb 2 stick kit would guaranty that you are running all 128 bits of bus the memory controller has.....
all of ^^^^this is real reason 32gb is the new 16gb standard....without doing a ton of research in finding rarer then hens teeth memory sets, 32gb of DDR5 is the only way to make sure you are using all the memory controllers lanes and bandwidth.....
