GPU Concern
I have a PNY GeForce RTX 4080 XLR8 GAming graphics card. When I boot up the PC, (this has been happening for a week, and I've built the PC back in late February) the fans spin for about 1-2 minutes within the PC booting up, and then they stop. I don't know if this is just a feature on the GPU (to limit PC noise), or if something is wrong. Please help.

Note: There is also a weird buzzing noise coming from the PC that doesn't stop until the GPU fans stop spinning. I also want to know if this is related to the problem listed above, or if it's something entirely different.

It's normal for GPU fans to stop spinning. It just means your GPU is not having to deal with any work. As long as they start spinning when the GPU gets warm during work (like running and playing a game) then it's fine.

gpu fans will stop with its cool and low load

buzzing noise is often coil whine, anything that pulses power and uses choke coils can cause it

Use msi after burner and set a fan curve nvidias is just not good it lets your card heat up then tries to cool it,easier to keep something coole than to cool it down try these settings they keep the card cool right from the get go.set max speed to the highest point with a noise level acceptable to you.also less wear and tear on your fans as they are not constantly ramping up and down.

fins spin at all times but, some pcs spins them faster at startup. they normally spins below the speed where they make noise.
You could always use MSI afterburner and set your own fans the way you like. Personally I don't trust that the fans on mine don't work so I gave it a smooth fan curve but it always turns when gaming it kicks in at 70-80%

Effectively, yes, but it's about the thermal temperature itself more than the load. A high load is more likely to raise the temperature to the point the fan becomes active though.

to be fair we are talking about a 4080 here dont know what you have but a 4080 and 4090
can push heat and nvidias stock fan curve i believe kicks in at 80-85c (not sure thats still the case but it was)my 4090 at 144fps with a +100mhz o.c is pushing 4k @100% load hits between 55-60c so a aggressive curve is needed for upper cards.

As far as I know, all 4080's have fan-stop, meaning the fan only spins when needed and when the PC is idle and even playing light games, it's not needed.

I have a 4080 and most of the time the fan is stopped. I can even play older games and the fans won't move. I know this because the fans have LEDs on them and they only switch on when the fans spin.

Fan stop or zero fan is a common feature in modern video cards, it sets the fan speed to 0 when temperatures are low enough, basically when the GPU is doing very little

It’s more or less there to allow the fans to last a tad bit longer since they spend less time spinning and wearing down the bearings
