lower your GPU settings and for some games lower resolution to 720p for example ..
also clean up your laptop from dust completely and carefully .. especially fans. you need to remove them, clean them and to put them back ..
have you always used your laptop on a stable and flat surface, to receive fresh air and to put out hot air? never use laptops on a bed, blanket, carpet or similar without a stable flat surface as a wooden plate for example.. damage done by such "heat" is irreparable ..
you might also want to re-apply thermal paste (Arctic MX-6) for your CPU and GPU ..
..and sure, do a fresh and clean install, why not .. I do this on every quarter of a year ..
..and to free up my laptop from dust for at least twice a year ..

I mean if you have an actually definable issue, like your laptop is running badly because everything is using all the CPU that's one thing. Cherry picking random games because you think they might use less power, or might have used less power once upon a time does read like a made up problem.
If your system is older and the OS is a little beat up, then maybe a clean install might help misc issues. Other than that without some more cleanly defined issues, feeling like more RAM and CPU being used than normal is pretty nebulous and might not yield anything if it's based more on user perception than actual hard data.
You might consider listing your full specs.
I did forget to account for the fact that games get updated and thus their system requirements change. My GPU is utilized as it should. Here are my specs:
CPU: Intel Core i7-10750H
GPU: NVIDIA GTX 1660 Ti 6GB
RAM: 16GB RAM Dual-channel
SSD: 1TB NVMe 2.0
Maybe it's always been this way and my brain just failed to remember that.
"NEVER" do a re-install from a backup and/or recovery as these may contain bloat and/or corrupted drivers, software and unwanted 3rd-party stuff as well as viruses etc .. !! use a recovery to get your stuff back only, then to clean install afterwards.. this is how it works ..
also do a FRESH & CLEAN install as stated above. DELETE all partitions and drives during setup ..
Upgrade and get rid of the stutters.
