and make sure steam is set to run as administrator
Then combat that.
StartMenu > Graphics Settings > Browse > nav to game folder and add any/all game related EXE files to the listing > change each of the EXE Options to High Performance GPU.
Because you have an onboard GPU, you should add Steam.exe to that list as well. Then once added and set to High Performance GPU. Ensure Steam is not running and/or exit it fully. Then right-click Steam and click on Run As Admin.
Do not put any game clients in OS Startup.
If you have 2 GPUS Onboard + Dedicated Card. If you have problems getting things to use the Dedicated GPU Card you can force this via; click Start Menu > type Graphics > click Graphics Settings > click Browse > navigate to folder where an app EXE file is located (for example the Steam folder or a Game folder) and add an EXE to the list (such as Steam.exe) and then once added to this listing, click Options next to it and change to High Performance GPU.
Then ensure not to put game clients/launchers in OS Startup (aka Start with Windows)
If the app is already running exit it fully, wait a moment for it to fully close out (can verify this via Task Manager > Details tab) and then relaunch the app again.
