It's does not matter what CPU you have as long as CPU has proper SSE 4.2 support. Even old 2011 PCs can install Win11, just have to use the Rufus bypass method.
And if MS makes a drastic change, software such as Rufus will update to get around that.

No it's not Edge browser alone, you have to disable what is called online bing searching, which relies on the Edge WebViewer, which is different. You want to actually keep the WebViewer in-tact as the OS needs that in order for certain web related functions to work.
But yes it's very simple to disable Bing Online Searching as well as remove Cortana, CoPilot, OneDrive, Edge Browser (on Win10 please note you have 2 Edge Browser; the old one before Chromium and the newer one; ShutUp10 on Win10 will show and list both of those; Win11 only has the newer Chromium based Edge Browser)
Then also right click Taskbar and change the Search from being a Bar into just an Icon.
