PC Games do not need any HDR support in order to use it. Since the HDR is done between the OS + GPU + Display. You do need a proper HDR supporting Display for HDR usage. The games that do have HDR, those can do HDR with or without any hardware-side HDR, as those do it through software.
I honestly dislike HDR in games like GTAV and RDR2 because everything is way too dark and once HDR is enabled in OS + Display, you can't adjust any Monitor settings because it's all handled by the HDR hardware-side.
