Watched it twice to be sure. Just pointing it out because I believe it's an honest mistake. Especially if you watched it with french subs.
Windows 7 64 bit ----- 0.21% (-0.07%)
https://store.steampowered.com/hwsurvey/Steam-Hardware-Software-Survey-Welcome-to-Steam
Also note Windows losed 0.05% and Linux gained 0.03%
so i sugest you to watch it again , starting around 8:17
so here what he said exactly
"what appears to be an issue is a bump in the chromium support that fully drops support for windows 7, however however we're allready in this deep so you know that there is no way that some people are going to fully give up they are gonna try their absolute hardest to hold on to windows 7 so most aren't even anywhere this update because they've been modifying a config file to block steam from updating for quite a long time apparently'
Aye there is 2 stupidities into that :
- the first one is that the config file does not exist by default, it nead to be created inside the steam folder , you can check you steam folder and i seriously doubt you will find here a steam.cfg
- the second one is that people don't need this because like the changelog told us , this update won't be apply to the windows 7 users. And this is the case , you can try to force update under your steam client with the check for update feature, it won't download the update release the 5th using cef 126.

this is what i get after i use the check for update on the top left of my steam client and there is no use of the steam.cfg for that ....
And also welcome and say hello for me to slowmango xd
i've posted this from the current steam from the screenshot
language barrier rolf ( back to my current steam so .... )

Worth to update to latest update? What came after the non-win7 update as surprise.
I readed the Update note but I cant see any significant or worthwhile upgrade.

Or the surprise Win7 update is something hidden not mentioned on update note? I see on bidulless screenshot that Client date is November 8, not 12.
aye ,)
you do not need to use steam.cfg as the cef 126 won't be downloaded and apply like shown in my screenshot. This update has been done after a post from @master.constructor , glad he posted that a new update was available because i do not use my sandboxed steam very often ,just to test stuff or answer to bulshiters like today ...

using check for update with my current steam and a steam.cfg
"les mises à jour du client steam ont éte désactivées par une option de lancement"
and keep in mind that the cef 126 has been released the 5th november
