I would like to know where did you get a 4 gig 4090? Is it a 4090 or a 4 gig gfx card?
So until we get the truth, only speculation I have is it's the cheap wish GFX card you got.
Which is it? A 4g cheap card or a 4090?
Also, based on you ignoring what I say for ego's sake and how you stated you are up-to- date on drivers. Have you rolled back drivers to see if it solves the problem of your WIsh 4gb RTX 4090?

I did also laugh at the 4GB RTX 4090, I'm sure that's a typo?
Update your motherboard BIOS and ensure you're not running with an unlimited power BIOS option. See if this helps. If the issues persist, try reducing your p-core ratio in steps to as low as 51x until it resolves it. If you need to reduce your clock speed to resolve it, your CPU has degraded and is no longer stable at stock.
If OP has 12900K(S) then it is fine.
But anyway: VRAM error messages are typically caused by you disabling the page file in windows. I understand you have 64GB of system ram but you still must have your pagefile enabled in windows settings for games to function correctly. If you manually disabled your pagefile then you must go re-enable it to make this error go away.

I'm green when its come to PC, would it be difficult to install that bios? would it harm my PC if not install correctly?

You need to look into if your CPU is unstable because if it's a higher tier Raptor Lake CPU (read as, Core i7 13700, Core i7 14700, Core i9 13900, or Core i9 14900), and I'd hazard a big guess it is given the motherboard chipset and video card that is present, then it's the most likely cause of the type of issues you're describing. You need to look into this to see if it's the cause because if it is, it may get worse if you continue to ignore it. Many motherboards are letting these CPUs run unstable and you need firmware updates and/or to change certain settings to get it to stop.
And then you need to pray the CPU didn't degrade during the fact (likely did, but whether it did enough to make it unstable at stock is up to chance).
