Arctic 7X vs Deepcool AG300
Currently using the stock cooler that came with my I3-12100, it does it's job well but it's loud while i'm gaming. I'd like to futureproof my cooling solutions by a margin so i'd appreciate the help for choosing which one of these two coolers should i get. Suggestions for other coolers that are around the 15-25 dollar mark are also welcome if i can find em in stock locally.

Apparently Deepcool is sanctioned because they did business with Russia or something, so you will have little-to-no customer support if you go that route (assuming you are in North America).

Arctic is a solid budget brand, and I've heard very good things about "Be quiet!" as well

I'm not so sure that $15-25 is a great budget if you want to "futureproof" to be honest. A decent route may be to buy a used stock cooler from some newer better CPU. AMDs had the "Wraith Prism" which is a very respectable cooler, since it's AMD I doubt they'd mount to an Intel, but surely Intel has a similar cooler that came on their upper-mid range CPUs which people readily replace with a better cooler.

I think the budget should be fine honestly. I presume that you're talking about the RH1 cooler that comes with non-k I7s and I9s, which is practically the same as the RM1 with some ARGB on top of it.

I'm not sure tbh, not very familiar with Intel hardware. I'd imagine they must have improved the cooler somewhere between the 12th gen and the 13th/14th gen, right?

Either way it might be a decent idea to look on the used market. People are constantly upgrading their computers and selling components for cheap. Just looking through eBay for a few minutes I see a NOCTUA NH-U12S cooler for $25 https://www.ebay.com/itm/226200809421?epid=13027048774 which is a pretty good price for that.
Forewarning: I don't know the seller and if he is reputable, however it looks legit to me.

Noctua is a good choice from the future-proofing angle since they are known to send mounting hardware for new generations for free. Unfortunately they tend to be kind of expensive up-front.

Thermalright sells great coolers at a low price, you can get a Thermalright Peerless Assassin 120 SE or Phantom Spirit 120 SE for ~35 US dollars and it matches the cooling performance of the Noctua NH-D15, so if it fits in your case, it's a no brainer.

DeepCool is a no-go either way, they pulled out of the North American market for the most part because of sanctions, and their customer support team has been pretty much silent, nobody can get an RMA over here right now.

I agree, I have a PA 120 SE which is cooling my 12C/24T R9 5900X well enough, the PA 120 SE or Phantom Spirit 120 SE will keep that i3 12100 running cool easily (assuming there's enough space in the case).
Look up gamers nexus. They do very in depth testing on cpu coolers.

Peerless assassin if on budget. Noctua if you want to splash more.

Deepcool is still technically in business where i live unless if the EU also sanctions them for working with the Russians as well.

Anything Thermalright related is a no go since most retailers where i live don't sell em which is a shame. (Same with Noctua)

Buying used online wouldn't be worth it when you consider that most of the people in the world who are selling their old coolers are from the US, meaning i'd have to pay at least like 30 bucks minimum in shipping (at that point i might as well just go and buy myself an AIO locally).

I probably should've noted which brands are available earlier so i do apologise for that. Brands that are available where i live:
Deepcool
Arctic
Be quiet
Thermaltake
Corsair (AIOs only)
Coolermaster (AIOs only)

I hope you guys understand.
