where it allocates ram and does not free it
check task manager to see what is allocating ram
If Task Manager does not seem clear on whats doing, then look at Resource Monitor instead.
Try a clean startup to see if that solves it; as a means to startup the OS, still in normal running mode; but without 3rd party apps/services running; as a means to rule out faulty software/service. Use MSCONFIG for that.
I didn't see anything abnormal in the Resource Monitor, but I could be looking in the wrong place.
Turn the PC off.
Try this though, as a simple test.
Put the PC into Sleep Mode. Wait about 90 secs or more, take it out of Sleep and see if the issue exists. Or if you see that it has this issue after coming out of Sleep Mode in the future, try right clicking StartMenu and selecting the Log Off option. Once it puts you back to the login screen, click your account and once at the Desktop go back to Task Manager and re-check it again and see.

When I used Win7 on 4790K and FX850 I never had a problem using it.
I finally just stopped using it anyways because instead I would use a Downloader App in my web browser and queue up various files to download; and pause my game updates and such. Then when time for bed, go ahead and let the PC downloaded all that stuff while I'm sleeping and just switch the Power Profile to Balanced with Display Off Timer enabled and Sleep/Hibernate all disabled so that once the downloads where done, the CPU / GPU would be running at very low idle clocks instead of how the CPU can sometimes run at full clocks when on High Performance mode.
Can you post a screenshot of Resource Monitor when your RAM is approaching full? Does your system grind to a halt when that happens?
That aside, if whats using up your RAM isnt listed in the task manager its likely going to be a driver.
You can use something like the free version of Driver Booster from www.iobit.com to update most of your drivers/software or you can simply just pick what to update. As ive used it to fix an assortment of issues over the years including fixing the systems of friends, i stand by it.
Or if you choose you can get the Pro version by looking up keys on Youtube, these are promo and gift keys Not Cracked/Fake ones, all you need is a working key, so dont download anything from youtube.
