It's not a problem. A better CPU would increase overall system performance. A worse GPU would preform worse in most cases.

You may find that in some titles that capping the GPU framerate prevents stuttering where the CPU is becoming a bottleneck and is unable to keep feeding the CPU frame information in good time. You can do this in the Nvidia control panel for individual games.
You should be able to increase the visual effects in many games, even if you do find that you need to limit framerate.
