Does this combination make sense, and will it be too big of a bottleneck in the 1440p resolution ?

It's not a problem. A better CPU would increase overall system performance. A worse GPU would preform worse in most cases.

This is going to be very game dependent. Assuming that your existing GPU is letting you down, then updating and getting ready for a better and newer CPU can be a practical upgrade path.

You may find that in some titles that capping the GPU framerate prevents stuttering where the CPU is becoming a bottleneck and is unable to keep feeding the CPU frame information in good time. You can do this in the Nvidia control panel for individual games.

You should be able to increase the visual effects in many games, even if you do find that you need to limit framerate.
If you aim at 60fps + max/high settings at 1440p or 4K + DLSS then the CPU should be fine for most games. Starfield may cause some problems.
