AMD overlay not respecting the fps limit.
I've been playing like this for over a year now, after the combo HWInfo + RTSS + Afterburner stopped working for me, after an update, with little to no trouble.

Point is, a few games get wonky if the frames go beyond 60fps and I'd really appreciate some help.

Besides, some games even registered 1000+ frames in the past. Granted, they were old as ♥♥♥♥. I don't think that's healthy for the hardware, long-term, however. Cheers.

Some games won't abide by FPS Max Limiter unless you enable VSync of some sort.
Yea, some games don't have frame limits e. G. during loading screen and bypass you fps limit.
What you could do is to reduce your CPU's speed and also to undervolt your CPU.
Some games even shut down my PC, I had to quickly go into task manager and only allow like 1 cpu thread to prevent it from overcranking fps.
Some games must be set to FullScreen + VSync enabled in order for it to apply.

I managed to fix a game, even though the AMD overlay says it's performance got worse.

Turns out a couple of the overlay options were overwriting the in-game ones.

Rivatuner is a way to get around those titles.

I think you mean to say based, my bias is preferring hassle free operation. That's what I get with Nvidia & Intel.
