thats normal with not much is running, or not doing any ram heavy tasks
just because you have 32g does not mean it will always be using all ram
more ram only helps if you need more ram, too much ram does not help at all
It's not fatal until it is.
As you said, there's no reason not to have it. It doesn't hurt to have it. But it can hurt to not have it. And it doesn't benefit to not have it.
I'm not suggesting that. How much is necessary depends on the workload so it will always be different, and therefore I'm not about to make guesswork about the needs of a particular system where someone else's stability and data hangs in the balance. I'm not the one who made the page file suggestion after all; I merely responded to someone else who for some reason did. But getting back to the question of how much, system managed will set it as needed. No guesswork or gambling needed.
While I don't see the point in a manually defined page file either, that's not what was being discussed here. What was being discussed was no page file at all, which is infinitely worse.
This. This right here. This entire thread is a non-issue because there is no issue that has been shown, at least with the RAM. OP might have an issue with the display drivers not being configured right but there's no issue with not all of a system's RAM being used.
The OP seems to have a misunderstanding that there should be complete RAM use (or at least more than there is) at all times? I'm unsure of how they are unable to go above 6 GB even trying because that's easy for me, but maybe they don't need much more than that with whatever they tried?
But yeah.. So a couple things..

As mentioned, Just because you HAVE 32GB RAM doesnt mean ALL OF IT will be used, that isnt how it works. How much gets used depends on what you are doing and running, it doesnt automatically get maxed out.
Secondly
You using Windows Game Mode? Fully turn that crap off, its been known to cause performance issues in the past.

What EXACTLY did the repair store do?

Post another screen shot but showing RAM usage WITHOUT any games or other crap running
We need to see what RAM and CPU usage is without anything like games or web browsers running to make sure usage isnt higher at idle than it should be, any number of things running in the background that doesnt have to be can cause performance issues.
Other than that, you just appear to have a misconception of how RAM is used.
System shows 32gb it's clearly not possible if it was 32bit, it would show 4gb TOTAL and run out of ram on given app. since it shows 5.4gb in use.
2. I forgot to mention what laptop exactly I'm using. Its a Lenovo Thinkpad P50, running Windows 10.
In addition, I have also attempted to use a cpu booster called MSI Afterburner to little avail.
3. Nvidia control panel preferred GPU has been set to the Quadro instead of the intel and in the Graphics page in settings, I have set all the games and programs I am trying to use to "high performance" so they do use the Nvidia GPU.
Something I also noticed>
1. None of the games allow for resolution variety anymore. The only option any of them have is 1900x1080.
2. Neither the CPU or the GPU are maxed out. They both float around 50% to 60% each.
The game currently visible is Haven and is running only on 20-40 fps.
The fps is not capped.
MSI Afterburner isnt a CPU Booster, its for showing hardware stats while gaming with an on screen display.
If you did not manually install the NVIDIA driver yourself you should, Windows Update NVIDIA drivers tend to suck.
The laptop was bugged and couldn't be reset. I went to the hardware store because of that exact reason. IT IS LITERALLY IN THE FIRST ♥♥♥♥♥♥♥ SENTENCE YOU ILLITERATE PIECE OF ♥♥♥♥! ITS ALREADY RESET!
