Steam client webhelper taking up 40% of my memory

Whenever I have steam closed, the steamclient webhelper is still open and still takes up my memory constantly. It effects my fps a LOT and i cannot use task manager to close it, otherwise it reopens. I looked for guides but all of them all outdated and dont work. does anyone know of a way to fix this?

To be clear how much RAM do you have? How much is Steam actually using in MB or GB? After all 40% of 8GB is a bit different than 40% of 16 or 32GB.

Steam can use 40% of 4GB, 1.6GB pretty easily. 40% of 8GB, 3.2GB would be more than I've ever personally seen, but possible under some edge cases. 40% of 16GB would be quite a lot, 6.4GB.

And at a certain point if you don't have enough RAM there's consequences and the solution would be more RAM. There's limits to tweaking and optimizing and whatever else to reduce RAM usage too.
