Sudden performance crutch after new GPU, low CPU usage(?)
Hello! Recently, I decided to upgrade my GPU in hopes of running a few of my games better. The GPU I had bought was a XFX SPEEDSTER QICK319 RADEON RX 6750 XT CORE. My current specs are:

Windows 10
PRIME X470-PRO
GTX 1660 Ti
AMD Ryzen 7 3700X 8-Core Processor
32 Gigs of RAM

When I had replaced the GPU with my newly bought one, I went through the standard procedures of new Drivers and doing a DDU. I had noticed that the new GPU was performing significantly worse than my 1660 Ti. I decided to DDU again, and place my old GPU in to find out the issue. The poor performance stayed!

I have reinstalled windows, reinstalled drivers, made sure no background apps or processes were messing with my computer, updated my BIOS, checked my cables and hardware integrity, updated all drivers and every windows update. I have even made sure game mode was on or off, made sure my power plan emphasized performance (or any other mode), made sure my antivirus was not interfering with anything, made sure Nividia control panel emphasized usage, etc. I have run countless benchmarks and the most common denominator seems to be my CPU and GPU's utilization never performing above 20%. Everything else seems fine from temperatures to memory usage. Truthfully, I have done everything I could think of. I am at a loss. I have essentially abandoned my computer for gaming as hardly any video games run at a sustainable frame rate now, and all other processes and activities have slowed down too. If anyone has any ideas, tips, or general pointers on what I could do, I'd greatly appreciate it. If anyone needs anymore issue to help me troubleshoot my issue, I'd be glad to respond!

SOLVED:
After trying everything software related, the fix was simply to just change the CPU and place a new one. Everything is back to how it was now.

games do not need all cores/threads

just look at gpu usage
if vsync/freesync/gsync are disabled, and gpu usage is not at 95+%, then its cpu bottlenecked

6750xt is stronger than the 1660ti

I understand the 6750xt is stronger. It is why I got it. It caused a drop in performance, and now the rest of my computer is having issues now.

GPU usage is also low. Though, *everything* is low. Every component of my computer seems fine when I benchmark them.
Issue found! Just had to change my CPU entirely.
