the i5 4570 is a desktop cpu
you should not need an external gpu at all
if you have a dedicated gpu, there is no reason to plug any displays into the mobo

No other video connections.
Power on the PC
Download + Install latest GPU Driver from AMD.com
Restart Windows after it is installed.
Configure AMD Adrenaline software.

RTX 580 is 185W card and needs 6+2 pin or 8-pin PCIe cable from power supply.
The reason the game showed on VGA was because he had VGA and HDMI hooked up at the same time. That's like having two displays hooked up; so it was displaying the game over on VGA, the primary display #
Then reboot, download and install GPU Driver from AMD.com
When you load up GTAV after this, load into GTAV > not GTA Online.
This way you get the full splash screen with options like STORY MODE, OPTIONS; etc.
Then go to Options and double check the Graphics Settings.
To play around with Graphics options, try loading into Story Mode or run the Benchmark. If you do not have any saved game for GTAV Story Mode, you can always download one so you are not forced to play through the game intro parts.
If the game still has issues, might need to go to the game folder; go to Properties for PlayGTAV.exe and GTA5.exe and enable the "Disable Full Screen Optimization" and apply.
Then launch the game and see if the problem is now gone.
most oem boards disable the igpu when a pic-e gpu is detected
it may just be the psu is not strong enough to run the rx580
make sure it has the pci-e 6+2 power connector plugged into the gpu
Ensure any Display connection (such as HDMI) is only going to the dedicated GPU. Do not connect anything to the Video Out (such as VGA) on the Motherboard Rear I/O
What 400W PSU are you using? Most ATX PSUs below approx 500-600 watts are junk for the most part. Unless it is a decent 80 PLUS rated SFX PSU.
Again that's only used if you plug a Display into that via the Motherboard video outputs.
