better performance at similar wattage
The 6800 XT is listed as 300W, so the CPU and GPU plus rest should typically have you below 500W. As long as you're not overclocking the GPU, I think you'll be fine on wattage alone and it will more come down to if the transient spikes trip OCP on that particular unit. If it does, the unit will just shut down and you'll know.
If you're worried about wattage, the 7800 XT is more available and outside edge cases, matches or exceeds the 6800 XT in performance while using less power. It's more between the 6800 and 6800 XT in power use.
Else, the RTX 4070/Super use even less, but you'll be paying more and/or getting less rasterization performance and less VRAM, in case that's why you were looking at AMD. But if you're on the fence about power use, it might be another consideration.
when its clocked higher it will need more power, making it similar power draw to the lower binned cpu at lower clocks
lower clock does not mean lower power on different silicon, thats just how the silicon lottery works
Would undervolting both CPU and GPU also help in the long run as well?
lower core voltage = less stable and lower temps
