None of that model offer NVIDIA GPU, and that CPU Model does not exist.
44xx series CPUs are Desktop Class i5 series CPU model.
Dell Inspiron 15 (3000 series) are available with max specs of:
CPU: Intel i5-4210U processor (3M Cache, up to 2.7 GHz)
GPU: Onboard Intel HD 4400
I'm totally blank in this area so I don't know if I had mistaken any informations.

In USA/CAN you can't get Inspiron 15 series w/ NVIDIA GPU.
But overall 820M is not really any better over the Intel 4400 or 4600.

That would help us to better find something that fits your budget.
The graphic card is the main cause affecting the game's performance? My budget is below RM2000 since I just need it mostly for my assignments, and DotA 2 whenever I'm free :D
Intel's GPUs are quite worse than most of Nvidias.
Also a T4500 is pretty old, yeah sure it might run dota 2 at absolute lowest settings and res, but such a low end machine is a waste of money as performance will still be crap. If you want to play games on your laptop, you'll have to invest in something at least halfway decent. Intel mobile CPU + dedicated Nvidia GPU (at least something like x40M if you want a halfway enjoyable experience; e.g. currently an 840M or better).
Seeing as you're on a tight budget though you might not be able to get that. Then at least look for a mobile i5 (4xxxM), which will then have either an Intel HD4400 or HD4600, which aren't really good, but should be alright for Dota 2. Won't get you far in demanding games though.
However a better idea than some 820M or such, because those low end dedicated GPUs aren't more powerful than a 4400/4600, they only consume extra power.
But when compared to a low-end NVIDIA GPU like 820M; it won't really matter cause such an NVIDIA GPU as that is so low-end, it will be about the same in comparison to an onboard Intel GPU.
Aside from all that; Intel GPUs can't pull off good color or image quality; there simply is no comparing Intel GPUs to others. They are simply junk for doing any hardware acceleration what so ever; period.
