IMO the first step will be replacing motherboard+cpu+ram combination. 660TI is not great, but it still works and if you do not have money to replace everything using it makes sense.
Upgrading CPU on AM3? Makes no sense at all. Even 6-core phenoms are simply too old and slow by now and have issues with some games (or should i say some games do not run at all?) because they are lacking some instruction sets.
Yes, you can run games. Yes, some will work mostly fine. But at this point the worst part of the system IMO is the platform itself. There are simply no good options for this socket which are worth buying.
Then DDR3... i totally understand that it is annoying that you have to replace it, but you really do. There are few weird options like sandy/ivy bridge xeons that can use DDR3 and have decent performance, but all new hardware switched to DDR4 long time ago. Trying to reuse the ram you will simply waste more money than you save.
My opinion - just pull MB+CPU+RAM and try to sell it. Then buy new MB with modern CPU and ram.
Also i did not say that GPU is "ancient". I said that it is not great, and it really is not. It is a mid-range card from what, 4 generations ago? But still unlike CPU it will actually run any game. And that's why i am saying that it can be left alone for now. You can replace it once you need it/get more money. Just be aware that you will still not be able to run games at max settings untill you replace it.
Even in 2015, people were recommending not bothering upgrading the AM3 chips.

Save your money, start from scratch. Folks here can help you build a system if you give them a budget that you're willing to spend.

Everyone else here knows more than me, so I'll leave now.
PSU should be fine as new hardware is similar to new in terms of power consumption. This will provide the most benefit right away.
Or you can leave the GPU alone and get better CPU/MB, like this[pcpartpicker.com]. Will have considerably better CPU, but because of older GPU game performance will be lower untill you replace the GPU.
You can't really get any AM3 cpus anymore and unless it allows for an FX 6300 or better it's a pointless upgrade path.
If you let us know decent budget range that's realistic for you, we could go from there and help recommend what to get.
