What other hardware do you have connected . Each hardware added like USB drives also requires power off the PSU.
My rule of thumb is get a PSU that never exceeds 65% at full on use like playing video games. Video recording and editing.

a quality 450w could run it, why the recommend a 550+w to cover for poorer quality psus
You don't even want 100% load... The PSU would start shutting off and wouldn't last as long because you're pushing it to its limit. I had a system using just about 500W on a 500W bronze PSU and it was shutting off in certain situations, because CPUs and GPUs don't really have a maximum voltage; some loads GPUs can draw more power than in others. TDP doesn't mean that's the max power draw.
2080 Ti often has a TDP of 250, but it can draw over 350W.
That's my point. Don't go above 90% of the total wattage that the unit allows. So for a system using 450W, 500W minimum.
3600 and rx 580 wouldn't pull more then 200-250w combined maybe close to 300w with everything else included,. if that tbh. honestly probably lower. people always vastly over estimated how much wattage you actually need, for christ sakes a 1050ti suggests a 450w supply and that card literally can only pull max 75w from the PCIE lane.usually sits around 55-60w even at full use.unless of course you have one with a 6pin.
(an i9 9900k OC'd 5.2ghz and a 2080ti will use around 250-275w each a 600-700w supply is "enough" for those parts. but not recommended. )
that said. i would personally suggest getting atleast a 600w they can't be much more then that 450w you are looking at.
450W is seriously pushing it, the recommendation by AMD is 500W PSU. I had an overclocked A10-7860K and RX580 on SeaSonic 500W Bronze and it shut off a LOT from being pushed too hard, usage came to 443W on average for the entire system under load but it pushed above that
says there 225w is what the 580 will pull max.
i find it hard to believe that your A10-7860k is pushing it up to above 400w. even overclocked.
there's not alot of information about its wattage during actual use.

I'm talking about the full system load.
It was an A10-7860K overclocked to 4.2 GHz, with 16GB RAM and the RX 580 8G from Sapphire, with an SSD and HDD.
TDP doesn't mean max power draw by any means. The RX 580 can pull as much power under many loads as a 2080 Ti, well over 300~350W, and I had the 580 overclocked as well.
that is why i asked you what else you have running.
cause 225w + 80w = 305w
the rest of your system was using 100w+ ? what? you must have had a million HDD's and like 50 PCIE cards then.
