i find it hard to believe that your A10-7860k is pushing it up to above 400w. even overclocked.
there's not alot of information about its wattage during actual use.
best i could find was a Guru3d post on the matter

Again, TDP =/= Max power consumption. A stock RX 580 from Sapphire can use as much power as a 2080 TI.

AMD bases their TDP on heat, not power draw.

AMD page for it: https://www.amd.com/en/products/graphics/radeon-rx-580 They recommend 500W PSU minimum. I had a 500W PSU but it was old and lower quality SeaSonic and shut off because of that, on top of everything being overclocked.

No they aren't. You don't understand TDP, that's the problem.

what part do i not understand, you look at these charts and none of them are adding up to you initial statement, but whatever this is getting old at this point.

You're mistaking TDP for maximum power consumption. It's not, especially with AMD. AMD, Intel, and NVIDIA all have their own formulas for calculating TDP and they use it purely for marketing.

If you actually look at the graphs you can clearly see that the RX 580 is capable of pulling well over 300W.
