Your operating system on a mechanical hdd?

Go to task manager and look at the start up tab to see what programs are loading at start up.

It can contain many reasons, including:

1. Have you set up any software for startup?? Back in the day, since Windows XP, when you wanted to make software start with the boot, there was a "Startup" folder on the Start menu, and any software you wanted to start with the boot just needed to drag its icon into that folder.

Now in Windows 11, you can check on Windows settings >> Apps >> Startup. Check if there are many or heavy programs set as startup because loading them can cause Windows to boot for a long time.

2. Your PC may be stuck with viruses, so make a scan with a virus scanner, and run the Windows repair tool, open CMD, and type the following command:
$ sfc /scannow

3. Also, your boot settings may have been modified; there is a startup repair tool in the Windows Advacned settings, so you can try it. (I can't remember the exact path.)
I tried all of this the startup repair said it cant fix anything :/

is there a win10 tool similar to what bootvis was for xp?

thats would check startup items, and times and clock everything and show what was taking so long to end and start during reboot (including time to pass bios, bootloader, shell, drivers, desktop, startup items, etc..) so you can disable or change things to speed it up
it could also move boot critical files to the start of a hdd so they would load faster

How long has it been since you changed your windows last time??

If it took a long time since you made a clean installation, then make a clean installation and everything should be fixed (because it's difficult to diagnose the issue from here, like when I'm not sitting on your desk); if not, there should be an issue with your hardware or your motherboard settings inside the BIOS options when you press F2 or F8 before Windows boots.

It's not something time-consuming for me; when I install a new Windows with my flash drive, it takes 5 minutes until Windows is installed and about 10 minutes until the Windows update is complete. Then, I install Chrome, 7-Zip, steam on it, and restore the game backup. Overall, installing new Windows doesn't take more than an hour for me.
I never changed my windows

You can also create a new admin profile and see if the slowness remains when you login to it, if not could be something
else installed into your current profile.

Also try a Linux live USB like Ubuntu and see if any issues, could be a legit hardware issue if so and not windows os...

this is the problem ->465 gb hdd
If it is a mechanical hard drive, the problem is worn out with the mechanics of the rotation motor.

If it's a solid-state drive, it's likely that the percentage of utilization has exceeded the threshold needed to ensure normal operation.
