Go to task manager and look at the start up tab to see what programs are loading at start up.
thats would check startup items, and times and clock everything and show what was taking so long to end and start during reboot (including time to pass bios, bootloader, shell, drivers, desktop, startup items, etc..) so you can disable or change things to speed it up
it could also move boot critical files to the start of a hdd so they would load faster
else installed into your current profile.
Also try a Linux live USB like Ubuntu and see if any issues, could be a legit hardware issue if so and not windows os...
this is the problem ->465 gb hdd
If it is a mechanical hard drive, the problem is worn out with the mechanics of the rotation motor.
If it's a solid-state drive, it's likely that the percentage of utilization has exceeded the threshold needed to ensure normal operation.
