none of my hdds take more than a minute to boot up, so def issue in there somewhere.

all the ssd people turn up their noses at hdd acting like they are clangy rusty iron dinosaurs but they arent actually lol. 1 minute max boot up typical

But my money is on the HDD with this one.:Last HDD I used for an OS was Windows 7 and it ran like hot garbage.

The HDD is fine, I still use it, but HDD's and OS - not a great combination for speed.
I use local account

is there a win10 tool similar to what bootvis was for xp?

thats would check startup items, and times and clock everything and show what was taking so long to end and start during reboot (including time to pass bios, bootloader, shell, drivers, desktop, startup items, etc..) so you can disable or change things to speed it up
it could also move boot critical files to the start of a hdd so they would load faster
Run as admin:
rundll32.exe advapi32.dll,ProcessIdleTasks
Where do i run it

start -> cmd -> right click and run as admin

but thats just idle tasks, not anything like bootvis
