GPU temp gets high in warzone
I have an RX 6600 XT 8GB with triple fans. Zero rpm is enabled. There's also 2 case fans blowing on the card from underneath and the GPU hotspot hit 90 cel and the fans were hitting 1600 RPMs.
Should it not be cooler with the fans all on?
The bottom case fans shouldn't be causing an issue? There's 2 140s blowing upwards into the card.

hotspot reaching 90 isn't out of the ordinary

I can really feel the heat when I reach inside the case.

cap your framerate to your monitor's refresh rate so it doesn't go into the hundreds

What about the fans? Should they not be keeping the temps lower? There's 5 fans blowing on the card with 2 180s blowing from the front.
Your case airflow does not sound good, air should enter front and exit rear and top generally. You seem to have a lot of air in with nowhere for the hot exhaust air to go, its going to get warm in there.

Heat rises, top fans if you can fit them would be much better than bottom fans.

The case is a Fractal Design Torrent compact. Has the 2 180s in the front with 2 140s on the bottom. The warm air is pushed out by all the fans.
Bottoms are intakes, blowing directly onto the vid card. I "could" add the second Noctua fan that came with the NH D-15 to the rear. But this case is made without one for a reason.
I'm just wondering if the bottom fans are fighting with the gpu fans somehow.

CPU temps (7800X3D) are good at low 40s cel.

Card might not be an issue. What resolution are you gaming at? If the GPU is pushing 4K, the card is most likely fine, and the heat is just the result of a 4K gaming experience. Another thing to consider is the temperature of the location in which your gaming PC is located. Is it hot? Warm? Local environmental climate will affect your PC experience. Last time that you cleaned out your PC? Is there dust build up? Messy desk? Need to clear out more airflow for your PC? When you help your PC, it will help you.:steamhappy:

1440p.
It's 23cel here. CPU is around the low 40s.
Brand new rig, only a few weeks old.

Ok, that's great! Are you able to hear the GPU fans spinning up as needed and as necessary? What is telling you that the fans are hitting 1600RPM?

The software tells me .
GPU temp is low 70s and hotspot is 95ish .
Both while in a match.

Low 70s aren't bad. You're running AMD, which is known to get hotter, but can operate just fine at hotter temps. It's going to be ok!:steamhappy:
that's the unfortunate fact about cheap aib models and amd cards. fans and beefier cooler won't do anything if the mounting pressure is not good.

for example my card has good mounting pressure. so I get a delta of 10℃. meaning if the coolest spot is 56℃, my hotspot sits at around 65-67℃.

now amd claims that 90℃ hotspot is fine. in fact it's "within spec". problem is that all the rdna 2 cards I tested, will ramp up fan speed when the hotspot reaches anything above 85℃. if you care about noise, then amd is not a good choice.

apparently some rdna 3 aib models don't have this issue, like the asus tuf 7900xt
Under 100*c hotspot is fine
My RTX 4080 super gets to 73.5*c on the GPU core and 89.2*c hotspot. Sometimes 90-91*c hotspot.

It wasn't that long ago when hotspot temps were hidden from the user

Wow, this case is crap. Remind me never to buy from this manufacturer. Fans on the bottom not the top? Crazy ideas, probably meant for AIO.
