i've got a Hewlett Packard Z220 CMT Workstation System with a intel Xeon E3-1270V2 CPU.
is the NVIDIA Quadro M4000 Video Graphics Card Workstation GPU 8GB GDDR5 Compatible?

As long as the motherboard has a PCI-e slot, it's compatible.

What will the server be used for?? Quadros are normally used for professional applications like CAD, video editing, 3D modeling, etc.

Most home server users tend to use them for transcoding since they usually have more vram than their normal desktop gpu counterparts particularly when running older cpus that do a pretty poor job.

Also why would it not run games? It will run them just as well as a comparable non Quadro gpu. You could say its not the best choice for gaming since you could likely get higher tier cards for the money but to say it wont run games is flat out wrong.

it can run games, just not very well
it has more than enough vram, but not good enough ram bandwidth or core count/speed for games

the m4000 is maxwell, same core as gtx 9xx series
1664 cores, 256bit memory bandwdith

basically the same specs as the gtx 970, but with more vram

*gtx 970 has 3.5g of fast vram, and 0.5g slightly slower vram

its also a single slot width card, so its cooler is much weaker too

The Quadro M4000 is dirt cheap on the used market and can be found for ≈$100-$200 in Bulgaria. These GPUs can run games normally like GTX/RTX. Anyway the clock speed is lower, so the TDP is also lower and the other "workstation" choice is to get a TESLA that has usually higher core count, bandwidth, VRAM, higher clocks than Quadro but lower than GTX/RTX models and a TDP of 300W.

It depends on the region. Sometimes they may be cheaper or more expensive.
In my case I can get the Quadro for 120$, while the cheapest RX6600 costs 220$. Yes, the GPU isn't that good in gaming, just look at the clock speed and you can see how low it is compared to other Maxwell cards, which should also make it a good overclocking card.
