I have been suffering from this problem for about 3 months now. Almost all games look terrible due to the problems described in the title, you can see some of them in the video below.

had tried:
Reinstalling Windows
Complete removal of drivers in ddu and installation of clean ones.
Rollback to older driver versions
Changing all kinds of settings in the Nvidia panel
Enable/disable g-sync
changing monitor cables
Updating BIOS to the latest version
Stress tests/tests for video card artifacts in different programs (no problems)
Stress tests and simple tests of other components
and other illogical little things that I don't remember

Ryzen 7 5700x
32gb ddr4 ram
Chieftec Polaris 750W
Western Digital Black SN770 NVMe 1TB M.2 PCIe 4.0 x4

There is nothing here that is wrong. Everything you showed is part of the game and how it's rendered. Your hardware is 100% perfect. There is nothing wrong with your hardware. Nothing is wrong in windows. What you should do to "fix" this is post those videos in the forums for which ever game that is and complain to the developers asking them to fix it. That is appearing because of how the developers chose to code shadows and how they used bloom in their game. Only the developers of that game can "Fix" this for you.

The computer was built from 0 at the end of 2023 summer. The first couple of months there were no problems, or I didn’t notice them, I’m not completely sure. About WD diagnostics i gonna google it

https://imgur.com/a/PgwPylx I found their program, it identified my disk, did a full check, showing that everything is fine (it’s in the screenshot, but the inscriptions are in Russian, so you’ll have to take my word for it xd) There’s also a “update firmware” function, and an update is available , but the warning says :"There is a risk of complete data loss when updating firmware", and I'm not sure how it works considering that this is my only and system drive

upd. I updated it, the problem was not solved unfortunately

Did you try uninstalling your video drivers and re-installing them clean with DDU in safe mode? Maybe your video drivers are corrupted. It's definitely not your hardware though. Also what about graphics settings? Are you using maximum graphics settings? Or some setting turned down?

I have already tried a full wipe, reinstallation and installing old versions of drivers many times, Does not help. The settings are almost always on high, but it depends on the game. In Elden Ring (you can see the glowing halo around the character in the video) it disappears if you turn off the ssao, but then just half of the shadows disappear and the picture becomes flat
