Ryzen 7 5700X3D is about to come out for $250, it would go with your B550 mobo (probably needs BIOS update).
Then I would look for RX 7800 XT for $500.
Don't really need to upgrade your CPU yet, the 3600 is fine even if temporarily, better off saving up and getting a 7800X3D than continuing to upgrade within AM4.
Install 5800X3D CPU
Install better GPU
If you going to live-stream; then just use your current PC as-is and stream at 720p/60
Then save up towards all new build.

OBS is relatively heavy and some people use a separate PC just for that.
I think it depends what you are going to stream and if 6 cores is enough.
I'd start with a 5800X3D and decent cpu cooler
Then use CPU encoding since now you'll have enough raw cpu power to spare for handling the encoding.
Then save up and get a better GPU such as RTX 4070 or 7800 XT
