I would not use that. For any OC, do that in BIOS.
For GPU monitoring/control of OC > try MSI Afterburner
If not cooled its even alot shorter lifetime like few sec if overclocked to the extrem sicne all component will melt!
Can be disabled in your driver settings interface like catalyst or what ever your settings system is called.
if you want to buy a new pc every new month then yeah overclock works . if you want to keep it for 3-5+ years do NOT overclock!

and you don't need water cooling air cooling will be fine even with a 212 evo i added .8ghz to my cpu with my temps rarely (if ever) get above 60 if not in a stress test
