Right-click "Command Prompt" and then click "Run As Administrator".
Under the admin command prompt, type:
SFC /scannow
(this will scan your Windows critical files for corruptions/modifications and attempt to repair them)

If that didn't help - Roll back your graphic card drivers...
If using Nvidia - manually download an earlier stable version from: http://www.geforce.com/drivers
Right-click and "Run As Administrator" as well to install.
Consider other rogue 3rd party driver or drivers emulators which might of been installed recently. Do you use xBox controller emulator, a virtual drive, etc?

On the off chance - Scan for malware...
Use Spybot or MalwareBytes, update and perform a full scan.
NT Plug and Play PCI Enumerator (Pci.sys) rarely causes problems, it however is the driver which allows your computer to communicate with hardware and connected devices.
Therefore check...
- Driver issue, compatiblility or corruption.
- Failing to wake up hardware after sleep/hibernate (might be due to BIOS + Windows both sleep).
- Driver emulation failed (like an xbox controller being connected as unknown).
- Faulty external devices connected.
- Virus faking as 'Pci.sys' or attempting to inject it (keylogger, etc).
- Hardware power failure (check loose cables or faulty power supply).
