No you dont need to update the BIOS
The only thing you'll need is an up to date NVIDIA Driver from www.nvidia.com goto drivers, select your GPU and your OS and download the driver.
When installing, select CUSTOM Install, Only select the Driver itself and PhysX, nothing else need be installed unless you specifically need it.
The powersupply should be ok for that GPU, but youd be better off going with a decent yet cheap 500w.

Before you install the drivers, uninstall any GPU drivers that the PC came with.

At the bottom they mention about the %42 issue and even saying that the bios update did not fix. But it shouldn't be a problem since their fans are quiet and this is the highest overclocked 750Ti on market and can even go higher by little tweaking.
Edit: Good to know that it had been fixed it was 2 years ago last time i checked it then there is nothing to worry about go for it :)
I would suggest either of these. They come with the PCIE 6-pin to 2x 4pin Molex power cable adapter.
