Uninstall the drivers and anything associated with the nvidia drivers, then use DDU for a clean install, for the drivers select CUSTOM and only select what you need to be installed.
pay attention to the core clock speed, i have a different graphics card but notice certain programs cause the clock speed of the GPU to lock in the mid range rather than the minimum/idle clock speed. this causes the tempurature to rise even if it's not doing anything. things like Youtube or video's in browsers, Windows Media centre causes this to happen, there are a lot of other things, so if you close everything and the GPU clock speed is set to minimum, you can work out what causes it to increase and what doesn't.
I am 100% sure that there is no other programme running when i mean idle. Even if it does, no way the temperature can be this high. My problem is still remain unsolve after tried Dapper Dabber way. It is just a bad driver installation. Delete the driver installer that you downloaded. Re-download the driver and use DDU to clean installed driver before re-installing.
Having to use the fan on idle is not normal operation.
Depends on the GPU. Most have the Fans off under 50-60*C
Cause 900 series usually are this cooled that they don't need the fans running all the time.
Well, he said that he turned the fans on so I assume that he forced the fans on, which he should not have to do.
I hope he comes back to this thread and checks his power usage.
Should never have to force them on or higher % to get them to operate properly and/or keep the GPU properly cooled; if so then I'd say it is Driver issue, your PC has crap-tastic cooling/airflow; or you have a defective GPU.
If the default / auto fan profile has the GPU fans "off" or very low; that is "normal"
Now I for one do tend to go into MSI Afterburner prior to a game launch and up my GPU Fan % manually sometimes; depending on games. As some just really push the GPU harder than others and I always like to ensure the GPU is kept under 80*C ~ but that's just me. When I'm done with a game, I switch the GPU Fan back to Auto. Which on that runs at under 45*C at all times during normal OS/Browser usages.

Well, your power usage is not in that screenshot. It is labeled "Power" and displayed as a percentage.
What I am getting at is that a faulty driver install can cause power usage to constantly be overused, which can lead to overheating and other various issues. It can cause damage to the GPU.
Running your fans at 70 percent for idle/light load is a little silly and not necessary. If you cannot maintain a low idle temp on that GPU with the fans off... and you HAVE to run the fan to keep it at a decent idle temp... then you have something wrong.
