CPU or GPU upgrade first?
Had Steam for about a year now, not able to run anything better than Battlefront 2 on max, My Desktop has a dual core i3 and Runs at 3.5ish GHz, pretty sure the first thing to upgrade is the GPU Because i think the intel integrated hd 4600 graphics is all thats holding me back.

I'd go for a GPU first. If you play at 1080p it will be ideal to get the GTX Geforce 970. Some people will say to get the R9 390X but that draws a lot of power for what performance it gives. Once you get the GPU then I'd get the i5-4690k with a Z-97 motherboard.

With that PSU, you're only bet would be a 750Ti. Is it a midtower, desktop, or SFF case
You'll have to upgrade a lot more than just one component to get it up to snuff.

I would suggest a completely new build.

This, if it's a Dell case odds are you wont be able to upgrade the card anyways, as it wont even fit inside it. If you do buy a GPU buy a case aswell and use the Dell as a donor, plus if you buy the right case you'll get more life out of the parts you buy cause some cases have much better airflow and or filters.

They cap you off making it pretty much impossible to upgrade. The PSU won't be able to handle a high-end gaming graphics card to make it worth your while. Therefore PSU needs also needs replacing. Then you will find the graphic card won't fit inside the case, etc. Then the motherboard/cpu starts to bottleneck the new graphics performance and it starts to overheat due to the restricted airflow. You will run into a lot of issues.

Consider a next generation PC - custom build, with a good gaming graphics card. If you have the funds available, ask what's best to get for your budget. It will be 200x times better in the long run, even though it will seem to cost more, it's a much better investment. Probably actually be cheaper and less headache in the end.

what types of games u planning on playing?
While my Alienware X51 ingrained my love for pc gaming and inspired me to do my first build a couple weeks ago, there's no way in HE{{ I'd ever buy another pre built system or reccommend one to someone else. They just don't offer the upgradeability or value that a pc that you sourced parts for and built.

If you're not looking to upgrade, then why are asking here?
Honestly upgrade your CPU first that is the most important yes a GPU is important but considering you have an i3 it would bottleneck a 970 or a 390.

CPU is more important then a GPU (I will get hate for this).

Why would you upgrade your GPU if your CPU end up bottlenecking the GPU?

I will always recommend a better CPU then get a GPU.

This is from experience OP I use to have a AMD A8-5500 and a GTX 650 Ti Boost on GTA V I would only be able to play at low/medium settings and get 45 fps with fps drops.

I built a new rig with an i5-6500 and kept the GTX 650 Ti Boost until I get my taxes so I can upgrade it. I now can play GTA V at very high settings and get 70+ fps stable and all I did was upgrade my CPU and RAM as well since Skylake processors use DDR4.

You're better off saving some money and make a rig. There's no point on doing any upgrades to your pc since you'll pretty much need to change all of it if you're serious about gaming.
