They should cancel out in Joy.cpl when both are pressed, this is normal; but both should work at the same time in-game.
There is no optional addon Drivers for this Device; but it is officially licensed by Microsoft; so Xbox360/One Racing Wheel Drivers should work. So the Driver should auto-install via "Check for Updates" from within StartMenu > Settings > Updates & Security (which is Windows Updates in Win10)

I understand all that, my thing is: on the 360 the brakes/accel are two different axis (at least, they act like two different axis.) I can hold the brakes and still use the gas for a burnout/drift/etc. On my pc, though, I cannot. In game or not.
Now when u look in JOY.CPL in WinOS; they appear to return to middle and cancel each other out when both are fully pressec; but I know for fact that within games, this SHOULD NOT be so. They should both work at full range all the same. For example, in GTA4 and 5, using a 360/One controller you can hold down both for "Burn-Outs"; so yea it does work as intended.
Now that MIGHT NOT be the case for your device, but then again, it was never fully inteneded to work with PC. If it did, that company brand would have a Driver/Software for it, which they do not. So you can do basically three things (that I know can work off top of my head); use Microsoft's 360 Controller/Wheel Drivers from Windows Updates Service; try other Drivers/Software, such as what I pointed to which is for Logitech Xbox360/One Racing Wheels/Pedels; or use x360ce software and manually customize your settings for your device, per-game.
