Are you using the Mic built into the Cam? if so that could possible turn the light on to say its in use. If you use your own mic, disable the Cameras mic in the sound settings.
real paranoids jast not use any webcams, mic's and dinamics\headsets - they can be used as mic's too

I only install the Drivers for Cams, i dont need the extra software.
Try it on a diffy PC if you can, see if it does the same thing.. But try contacting logitech support about it also, it just may have something to do with the cams features.
most webcams don't have settings\switches for apart turn on / off camera and microphone, and do not have a hardware shutdown options, they are always online - to check, you can find the camera in Windows Explorer and you will see that the picture and sound are transmitted always, M$ has built-in support for many Logitech devices.

if Origin is setup to use the cams mic, again that could have been why.
If you have a seperate Mic make sure everything you use for voice chat is set to use that Mic and Not the webcams mic.
Just disable the webcam mic and you should be set.
Cover the webcam, or hold up a picture when it turns on :)
It could be turned on upon game launching because of settings in Geforce Experience.
You can easily disable all that in that app's settings.
EDIT: While cam his not in use in this situation, the microphone is. So the light stays green ;p
Glad you found the cause. Few options for the future
1. Get a switched USB hub. Plug the camera in it. Then you can turn it on/off by pressing a switch. No unplugging required. Something like

Turn off the 'Allow apps to access your camera' so you can specify what apps should be allowed (if any).
True but that's a software solution. If a malware is accessing the camera anyway there is nothing stopping it being able to bypass any software restrictions.
You know the LED that lights up on Cameras so you can see they're active? There are ways to prevent that. It shouldn't be allowed to turn it off/stop it turning on when in use but better quality Malware and Hackers using RATs can do just that.
It's been possible long before Windows 10 toggle permissions, Apple and Android devices too.
