When you re-organised your cables... you are talking about the cables inside your PC case?
Do you have more than one hard drive too?
There's some cables which goes from the motherboard to the hard drive(s). These are most likely SATA cables, on the motherboard they have multiple slots for them (SATA_0, SATA_1, SATA_2, etc - perhaps even GSATA if a Gigabyte motherboard).
By default the motherboard attempts to boot off them in order... starting with SATA_0. However, that order could be changed around under the BIOS.
So if you have a 2nd storage hard drive, rather than your Operating System drive, it's attempting to boot off, it will fail. By swapping the cables around, you can resolve this boot order, or you can attempt to change it under the BIOS (whatever way you perfer and is easier for you).
If you want to do it under the BIOS, it will depend on the motherboard model to how this is done. BIOS might be different... it's best to check the motherboard manual.
