Best minimal PDF reader?
I stopped using Adobe reader a long time ago because it started to have an always running process in the background that could not be turned off.

The browsers all can do PDF now but they do not work that well. I only use Edge or Firefox. In fullscreen, the area outside the PDF can't be turned to black. It stays white. They can not remember to always turn off smooth scrolling and to fit to page.

I used to use a freeware one but it became bloated and added a background process.

Suggestion?

Foxit Reader or Slim PDF.

The newest Adobe reader works well on modern systems and will have the best compatibility. You can program it not to run auto update processes if you want if you're against trying it again, foxit and pdf exchange have worked well for me in the past.

SumatraPDF is very fast and it is open source so no bloatware. It also supports opening documents in tabs, very convenient

This. If minimal is what you're after, Sumatra tops the list, yet it sports enough features to be very useful. It's also portable, so no installation is necessary.

Don't even need one, Chrome can natively handle pdf viewing.

I use SumatraPDF (it's open-source). Works with epub and mobi ebooks as well.
