Some games are seriously lagging on Xeon E5-2690v2

It seems to happen on map segments preloading. Can it bee because of my cheap SATA SSD, PCI-E 3.0 or because AMD GPUs (mine is RX 6660 XT) are screwed up for such games? Should I change my platform, if CS2 which I play most of the time is running fine, and my PC is more than OK in working tasks?

Laptops have their limitations.
Heat is the main thing.
There is no i7 7700U, but an I7 7700HQ.
The top 7th gen i7 U series is the i7-7660U which is a dual core processor and you can find it in business laptops and possibly some cheap gaming laptops. Look at the TDP. It is 15W and compared to everything else there is no match.

Well, that explains why computers in our university running Windows XP on Pentium 4 CPUs with HT on 3.1 GHz compiled our simple C++ programs kind of a little bit faster than my home Asus G2P notebook (which had Core 2 Duo CPU with 2 cores 2.0 GHz each).

To be honest, that one surprises me just a bit since the Pentium 4 was just that slow, so i would have believed you if you said the Core 2 was faster.

I know the slowest Core 2s (and often the Core 2-based Pentiums too) were sometimes faster than the fastest Pentium 4s, despite clock speeds of 1.x GHz for the former and 3.x GHz for the latter, but that was desktop side. The mobile ones may have indeed been a bit slower.

I also imagine a Core 2 PC was more likely to come with Windows Vista by default, and in those times, if they were lower on RAM but running Windows Vista, they may have also added another factor to them being slower.

Sorry, I'm not trolling, but if Core i7 7700/7700K is so good at gaming, why does it feel so mediocre on a notebook with Windows 11? I mean, it's not fast at all.

7700U and 7700HQ are nowhere near the performance of the desktop CPU, they're completely different.

Laptops are severely limited on the hardware side because they can't fit the same kind of cooling that desktop machines can fit, and because of the mobility requirements to make it a laptop to begin with, power usage has to be kept low for the sake of battery life.
The 7700HQ draws just under half as much power as a 7700K due to these physical limitations and clocks much lower as a result, resulting in upwards of 1/3rd of the performance being "lost"

7700U doesn't exist on Intel's database, and you can clearly see elsewhere on the page that it says 7700HQ, so it's a 7700HQ, not a 7700U, it's a typo.

There's a 7500U and 7600U series, but nothing turns up anywhere else for a 7700U. So it's a typing error.

He isn't, he was assuming that the 7700K and 7700HQ had basically the same performance, being completely unaware of the differences between different processor segments

Compilers usually run in a single thread, so it is expected.
