There is no i7 7700U, but an I7 7700HQ.
The top 7th gen i7 U series is the i7-7660U which is a dual core processor and you can find it in business laptops and possibly some cheap gaming laptops. Look at the TDP. It is 15W and compared to everything else there is no match.

Like i7 7700T is faster than the first two HQ CPUs.
Every i7 U is slower or as fast as or faster than an i3 and the lowest end laptop one is as fast as a Pentium!?
I know the slowest Core 2s (and often the Core 2-based Pentiums too) were sometimes faster than the fastest Pentium 4s, despite clock speeds of 1.x GHz for the former and 3.x GHz for the latter, but that was desktop side. The mobile ones may have indeed been a bit slower.
I also imagine a Core 2 PC was more likely to come with Windows Vista by default, and in those times, if they were lower on RAM but running Windows Vista, they may have also added another factor to them being slower.

Laptops are severely limited on the hardware side because they can't fit the same kind of cooling that desktop machines can fit, and because of the mobility requirements to make it a laptop to begin with, power usage has to be kept low for the sake of battery life.
The 7700HQ draws just under half as much power as a 7700K due to these physical limitations and clocks much lower as a result, resulting in upwards of 1/3rd of the performance being "lost"
There's a 7500U and 7600U series, but nothing turns up anywhere else for a 7700U. So it's a typing error.

why is he even comparing a 130w server cpu and a 15w laptop cpu anyway?
Thats makes no sense to me. After a quick look for a cpu.MB combo on ebay, you need to appreciate the phrase: You get what you pay for
