What exactly do you mean?
DLSS and FSR can not be applied at the same time. And it doesn't take an RTX to be able to use FSR. I've used FSR in games like RDR2 using just a GTX 980 just fine.
Now we have been able to easily change the DLL file for DLSS for games like RDR2 quite easily which has helped both FPS and the DLSS visual quality. So perhaps we can do the same with FSR. However FSR has still provide quite inferior at best.
