I'm looking at a mid range laptop
Something that will play Skyrim Oblivion, a few older games not big games. I was looking into this setup:
Intel(R) UHD Graphics
8GB Ram
1TB SSD
12th Gen Core i7-1255U Quad-Core, 8GB

It's a Gateway touchscreen laptop. Thanks!

I would like something like my laptop now. I have a 2GB nvidia Intel(R) Core(TM) i5-4210U CPU @ 1.70GHz 2.40 8GB ram 1TB HDD. It sadly can not run 11. I got it at a reasonable price on amazon.

it surely can run 11 just use rufus to install 11
It probably can but I really don't want to wipe it clean. I tried to do the upgrade install it failed.

If you never wiped it and installed a clean version of windows from the day you originally bought it you should of. All laptops come with extra apps installed that slow it down called "Bloatware". Wiping it and doing a clean install of windows is generally considered the first thing to do on a brand new laptop always.

"upgrade" worked fine for me last year when i did it, im assuming you or something went wrong.

"upgraded" straight through from win 7, too win 10, then right into win 11, no issues.
I have a used dell laptop I was able to put windows 11 on, it has 16GB ram, AMD Radeon R5 M335 graphics I7 but skyrim runs very jumpy. It says it can run it in Ultra but still at low settings it is jumpy.

The R5 M335 is equivalent to a Desktop Radeon R5 330. It's a very very slow video card and not at all good for gaming of any kind. You're never going to have a good gaming experience on that video card, unfortunately.
Oblivion's super old. If anything I think the laptop you specified is too powerful if that's the most taxing application you'll be running. It runs just fine on a first gen. G.P.D. Win with moderate settings:

The G.P.D. Win is probably ran on an atom X7 Z8700. I think that was one of the better Atom processors, but it's still just an atom. Any more recent processor will do fine.

I wouldn't let the others talk you up just for Oblivion. If anything I'd be looking to be talked down into an even cheaper purchase to put more in the bank for a future upgrade whenever you deem your performance threshhold has to be set higher than Oblivion

This is of course, assuming Oblivion is the most taxing application you plan upon using though, which might not be a safe bet.

Get a notebook with at least a AMD Ryzen 7 5700U. Will be more then enough for what you want it to do in a small form factor.

AMD APU's are the best value kings that still allow some gaming, if you want an intel CPU and Nvidia graphics card in your notebook you'll be paying more.

If you want to game, I would get a laptop with an actual GPU.

When you do get a laptop with a GPU, I recommend a cooling pad and not actually using it on your lap. Most of these "gaming laptops" have terrible cooling and have high temperatures without a cooling pad (or their fans burn out fast/they wear out quickly under any real use).

If you are going to be using the laptop for any kind of scientific workload, I mean things like MATLAB / SCILAB, modeling software, etc. -- unless you need a laptop, I recommend a desktop because most laptops cannot handle the abuse AVX instructions place on them.

If you do scientific workloads on a laptop, I recommend getting PTM 7950 or alternative with similar or better performance for the CPU and GPU because most thermal paste applications out the factor are trash except on the "premium" laptops that cost over 1500, but even then you can get a lemon.

I. At least 400 nit screen, 100 % SRGB . You want the option to make a screen brighter if your eyes are tired or the sun is shining. The higher you can get, the better!

II. At least 16GB RAM -- windows already takes up around 4 now, next update it will take around 6GB RAM thanks to that AI trash they keep pushing.

III. Laptop must have more than one internal drive slot, either 2x NVME or at least 1x NVME + SATA.

IV. Laptop must have at least 3 USB ports, not all on the same side in case it shorts out.

V. Laptop must still have Ethernet port

If those conditions aren't met, I wouldn't buy unless it had other features that made it worth buying. Can't find laptop screen's sRGB/ NTSC? Skip...probably a terrible screen.

This is not a requirement. If you stick to this then it would limit you to a very narrow range of laptops. You don't have to follow this part.

This also is not a requirement either. Most laptops aren't user servicable easily. 99% of users will never open their laptop's case to see the internals. The slots inside are completely irrelevant to an end user.

You can completely ignore this part. Requiring an ethernet port on a laptop will limit them to VERY old models. Most newer machines don't have it anymore.

You're confusing your own personal needs and preferences with hard requirements.

high nit screen? most people use their notebooks indoors, if you want to use it outside make sure you sit in the shade

more then one internal drive slot? most people will never ever open their notebook to do something basic (for IT people) like swap RAM or add another NVME/SATA drive. not needed

Ethernet port? Not needed, even if you want it there are USB-C to ethernet adapters that you can get. There is no more need to have a dedicated ethernet port if it drives up the cost and most people are going to use WIFI anyways.
