i5-6500 RTX 2060 can no longer hit 60fps in Dota on 720p w/ low graphics
So I have 16GB RAM also, got Dota on a HDD and my system on an SSD. I was playing in 1440p with medium-high graphics 18 months ago. I took an extended break, did return a few times but mainly to play events so idk if something went wrong with the game during that time.

In the first time in a year I just downloaded the game and went to try out the "new" hero. FPS was 40 maximum, so I checked my video settings. I put everything on low and I was hitting 80-120 and I thought it was fixed...but it's only on the demo map. The normal map was hitting 60 at most, but dipping to 20.

I've tried deleting a bunch of VKP files as usual, it slightly improved. I've tried literally every supposed fix I've been able to find in the past 2 days. High priority, every launch command under the sun, thermals, Vulkan API, Process Lasso and even somebody's axe...the list just goes on. In the end I tried Lossless Scaling and putting the game in 720p - something that normally boosts performance. But it stayed the same! Render resolution at 40% stays the same. So we have a 720p image at 40% resolution for a grand total of 432p...♥♥♥♥♥♥♥ YouTube on my phone in 2013 was better than this!

My CPU is only using <75% and I don't have other background processes taking up the remainder. Apex Legends is also royally screwed up, but a lot of that seems to be caused by input lag according to the red symbols it flashes up. Overwatch had some of the same issues but the latest update fixed them.

Edit: Okay, I've eliminated Apex Legends' issues which was resolved by turning off Origin overlay and changing my polling rate - I realised the issues were only occuring when my mouse moved. However, I doubted the same would work for Dota and my suspicions were correct. Steam Overlay isn't affecting the game and polling rate issues are definitely not real in Dota.

I'd have said CPU throttling, are the CPU clocks okay?

What's the GPU core clock and utilisation while your CP is at <75% ?

I did that a couple of weeks ago and to my surprise everything was okay. It's what made me give up with Overwatch until the new patch. Temps are at 65C at most during gaming, I've not seen it go above in the 3 years I've had this cooling setup.

3.3Ghz right now. My GPU isn't maxed out either. It definitely feels like something's being throttled though.

Here you are, sorry it took a couple of days but I've been busy. It's definitely lagging behind the norm, but to me, this doesn't look like it's a processor issue and more like a Dota 2 issue. I even got an achievement for having my temps under 55°C the entire bench test. In fact, the lowest was 27°C and the highest was just 44°C. https://i.imgur.com/ndrP6ot.jpg

Definitely plugged in the GPU via Display Port. Although the cable looks like it needs changing, the entire casing is missing somehow...I know it was perfect when I plugged it in lol.

These temps can be extremely misleading. If there is a cooling problem you can have high hot spot and/or junction temperature while having low general temp. You need to use something like HWiNFO to be sure if you have no problem with junction temps, hot spots or VRM temps.

I had HWiNFO on before and it pretty much matched the temps I had in 3DMark, but for some reason when I installed a new TT RGB Plus update it ended up making HWiNFO run at 80% of my CPU. I know the software has always used HWiNFO to see temps but even when rolling back to the last version I had, HWiNFO still went Brrr. So I had to delete it, and TT RGB Plus is still handling the fans okay without it so for now I'm keeping it uninstalled.

Run timespy, firestrike, solarbay demos. It doesn't give you the instant comparison graphic against people with the same hardware in the free version but you can use the scores against others on the internet with a browser search.

Try removing your GPU drivers with DDU, then do a fresh install of the latest drivers.
Your CPU is 8 years old and your video card is the bottom-line slowest option out of the entire RTX 2000 line, which wasn't that fast to begin with, and is considered below mid-range cards today for today's games. Over time games release updates where they either add more graphics to a game or add other things to the game where old hardware won't run as well in those games as it did when the game first released. This is quite common in computer gaming. You're going to have to update your computer hardware over time to continue enjoying these games. There is nothing you can do software wise that will fix this situation.

OP, are you sure you're using RTX2060 and not Intel HD Graphics 530?

The RTX 2060 can perform above 60 FPS in this game (if it's paired with a faster CPU like the i5-12600K) it's just the OP's CPU is severely limiting what the video card can do. This is a classic case of a CPU bottlenecking the video card.

I'd be interested in seeing his FPS in 720p with a 40% resolution scale. Because my FPS is lower than his with those conditions, it's literally 432p lmao.

May as well upgrade both cpu and gpu. Dota is better when you get hundreds of frames.
