Need a new Graphics Card for 120hz?

I have an LG OLED42C3 incoming and using a GTX 1070 Ti.
I mainly just play BG3.

A. Do I need to upgrade my graphics card to achieve 120hz on this TV monitor?
B. Wil I notice any difference in BG3 between what I can get now (60hz?) and 120hz?

A. 1070Ti can do 120Hz but can't hold stable 120fps at 4K in most new games. Not even close.
B. It's impossible to tell how you percieve the difference between 60Hz and 120Hz. I do 120Hz but play at 60fps most of the time. 4K on a big OLED screen will look spectacular however.

Very unlikely. It's easy to try, lower some gfx settings, the fps will grow. (set up something that displays it to be sure). Do you notice a diff in play? Alternatively, set the resolution to lower for the test. (probably also find the setting so it shows smaller image rather than stretched on the monitor, that can be pretty ugly)

If you do notice a diff going up, it still doesn't mean you need 120, possibly the diff disappears from 75 or 90.

That’s a popular misconception, but you definitely do not need HDMI 2.1 for 4K 120Hz, even with VRR on. The only thing you will be missing is HDR and the 4:4:4 color aspect.

The 5700 XT supports 2.0b, which satisfies the bandwidth requirements. That said, HDMI is apparently doing the USB thing where older standards become subsets of the newer ones and not mandating the support of various features meaning your 5700 XT is technically HDMI 2.1 compliant either way.

Yes, your 1070ti should be capable of 4K 120hz. Trying to actually game at 4K on that card is going to be a terrible experience though.

TVs with HDMI 2.1 are NOT going to allow 120Hz without a Console or GPU that has HDMI 2.1; it's as simple as that.

If you were to use a Monitor with DP, then you wouldn't have a problem.

Just say HDMI 2.0B can do 4K @ 120Hz ~~~ IF YOU DISABLE HDR.

Problem is, a simple YES won't do cause the OP is not going to understand or know HOW TO ACHIEVE that.

I'm glad the OP shared other specs as well, because good CPU will be important whenever you go above 60-75Hz area. His CPU is fine too.

A 1070 Ti isn't going to be a very good experience at 4K because you're basically forced to run the lowest settings to be able to maintain 120 FPS.

Ideally you should have at minimum a 4060 or 4060 Ti if you want decent graphics settings, and the addition of DLSS support would make it simple to run high settings and get high performance in supported titles.

To actually be able to benefit from a higher refresh rate panel, you have to be able to run at that framerate. It's simple on the desktop, far less so for gaming loads. If you're averaging nowhere near 120+ then you're not making full use of the display.

You'll most likely need to turn screen res down to 1920x1080 when connected to such a TV with that GPU.

Interesting. I was using my 5700XT but also utilizing an HDMI 2.0 cable from my PS4 and connecting it to the HDMI 2.0 slot on my TV. To enable HDR in that setup, I had to drop to 60Hz and, if I remember correctly, switch FreeSync off. It surprisingly required a lot of bandwidth. Is HDMI 2.0b - 2.1 complaint?
