USB power surge after hard-reset
iam not that new for PC stuff, but for recently build , when as you know AMD love to have black screen, very randomly but still its exist.
and usually i need to hard -reset and after booting said power surge USB , and the system will shut down, i needed to power-cycle/ turn off PSU a sec and all will fine
SO the question, is that normally expect to happen

Your system will probably startup fine without any USB attached, try using powered USB's HUBS or upgrade your PSU.

dont use your pc to charge devices
use usb chargers for the device instead

most pc usb a ports are 5v2a max(10w), some devices try to draw much more than that

so i messaged ASUS, they said it's normal to have power surge protection after you turn off the pc then turn on the power button because they said the current still there especially if you using 2 PSU cable pcie/ 220watt+
so there is that
my MB is brand new there is no way my usb faulty,
if this still happen i will do update bios, thank you good citizen

Usb charing on PC is usually rather slow anyways. Pointless if you ask me unless it's a low power device like a rechargeable keyboard, mouse, BT headset or wireless controller that have built-in rechargeable battery.

Most usb ports on PC are not able to output what's needed to quick charge a phone, tablet... like 10-15 watts or more like you can get from wall charger
