You can check YouTube for the exact fps for games you play on both GPUs.
I doubt you gain anything from more RAM in most cases. Unless you play games where 16GB is not enough.
The 7800XT should do very fine for that task. Could even go higher resolution wise.
With Alan Wake 2, at higher graphics settings there is surely an issue with the amount of VRAM (8 GB), which results in stutter. The same is valid for RE4.

If the RX 7800 XT is missing, the performance should be between the RX 6900 XT and the RX 6800 XT.
If the RTX 3060 Ti is not listed, the performance should be slightly lower than the RTX 2080 Ti, unless there is an issue with the amount of VRAM, which tanks performance and is visible in the Min FPS chart.

Some titles see a great uplift in performance, like Ratchet and Clank (from 75 FPS to roughly 140 FPS and even better perfromance gains in the 1% Low) and Immortals of Aveum. Almost doubling the performance. In Starfield aswell[www.computerbase.de].
On the other side, the uplift in perfromance in CP 2077: PL is lower (by ~50%). 60% in Baldur's Gate 3[www.pcgameshardware.de].
I'm strictly speaking about rasterization performance, ray tracing (or path tracing) is a different story.
You might want to wait for the beginning of next year, unless there is a good (black friday) offer. Nvidia is about to release the Super versions of some of their currently available RTX 40 cards next january and february and that could lead to some movement in the gpu market regarding prices.
