yes you can, with some more RAM


the excellent laptop CPUs end with 'HX', can be overclocked.. as for example:

If you havent bought your i7-13700H yet, get the i7-13850 HX or better or wait for the 14th HX Gen or even 15th HX .. !!

Depends on the laptop as these CPUs are very power and thermal limited. I've seen 13700H laptops perform very well, rivalling current gen desktop CPUs but i've some perform worse than last gen's 12700H, some even worse than macs equiped with the 10 core M1 Pro.
