on a new build, get a 2x 16g kit
16g is enough for now, but not in the future
If your new PC is made up from budget level of CPU, motherboard and GPU choices, then 16 will be OK for that level of gaming.

If you are likely to be playing AAA titles at high detail or multitask with two or more monitors, then 32 should be considered minimum.

There are *some* games that do already use 16GB of RAM and more even without using mods.

32GB should be what most users are installing to prevent system slowdown. Its not a terrible price difference from 15GB when building a modern computer.

SSD prices are exceptionally low right now and prices are already starting to go back up, be smart and get more than you need today while the prices are still so very cheap.
32GB of Ram should be the Minimum in 2024 and onwards.
I know of no current game that uses (unmodded, out of the box) close to 32GB. But since RAM isn't prohibitively expensive right now I would get 32GB for future-proofing.

32GB on the other hand is a bit too low now if you do other things than gaming, like editing videos or modeling/rendering.
It's possible to live with 16, but it's PITA for sure. In a new build I'd definitely start with 2x16. Especially considering that 4-stick may not work out, so if you change your mind later you may need to shelf the current sticks. Sur, if you have ability to swap at no loss, you can try how it works with 16.
Were you running everything on your current/prev. build w/16 GB OK? If the budget is a little tight right now, you can start off w/16 and add more later. Best to keep it the same kit. So have 1 16 GB module and get a second one of the same configs later if necessary.

Starting off w/32 GB is def. more convenient. If you are on a DDR5 board, just look at prices and decide that way. It's your money.

32GB of ram is fine for video editing and modeling.
For a budget gaming build, 16gb is fine. A lot of people get 32gb because it is cheap and future proof.
I would go for 2x16gb kit making 32gb.
16gb I can't reall recommend due to some newer games plus what you have running in the background will eat up around 23gb or so.
If you are on a older platform then check with motherboard webite and check the spec sheet.

short answer : for now barely yes, but as you likely want to use the pc a few years, no.
the difference between 16 and 32 is a very little... and you are better of picking 32.

some low end new pc like :
cpu : AMD Ryzenb 5 5600X
mobo : ASRock B550M Pro4
gpu : Radeon RX 6650 XT
cpu-cooling : Cooler Master Hyper 212
m.2 : WD Blue SN570 1TB
case : Aerocool Trinity Mini V2
psu : 650W modulair
DDR: G.Skill Ripjaws V F4-4400C19D-32GVK (2x16GB 4400Mhz)

can be had for 800-850 euro depending on shipping costs where you live.
you can scave off 40 euro by picking 16gb ram instead.
I see even for budgetbuilds no point with less ram saving just so little..
-> the 6650 is so well priced.. that the budget needed for the next step up is 200 more.. so 40 less on ram won't help there..
and going cpu wise to the next step up the 7600.. will also cost 200 more..

so there is nothing in a budget build that those 40 euro can be better used.. if you have a sensible budget.. I always say if you don't have 900 euro at least.. don't buy a new pc.. get a 2d hand system or save up till you have 900 at least.

if you are actually building a midrange system.. of 2000+ euro budget.. than those 40 euro more for 32gb.. is not even a drop on the budget...

so I see no reason in any new build to ever pick just 16gb with ram prices as they are
50 for 16, 90 for 32.. better go 32.. from the getgo.

There are some games that can even benefit from 64GB.
I understand a few when doing multipayer.
UEBS2 is definitely one if there is a lot happening.

I suggest 32GB minimum.

16GB will be ÓK for now. I expect not for long.
16GB ram was fine in 2017 but not really a good idea in 2024.

CPU: AMD Ryzen 7 5800X3D 8-Core Processor
Ram: VENGEANCE® RGB PRO 32GB (2 x 16GB) DDR4 DRAM 3600MHz C18 Memory Kit — Black
Motherboard: ASUS ROG Crosshair VIII Hero (WI-FI)
GPU: ASUS ROG Strix GeForce RTX 2080 Super Advanced Overclocked
Monitor: ASUS VG278Q Gaming Monitor 144Hz 1ms Adaptive-Sync+FreeSync, Gsync
Sound Card: Creative Sound BlasterX AE-5 Plus SABRE32-class Hi-res 32-bit/384 kHz PCIe Gaming Sound Card and DAC with Dolby Digital and DTS
Lan: Asus XG-C100C 10G Network Adapter
PSU: EVGA 850 B5 850W 80+Bronze
Case: Corsair Icue 465X RGB Mid-Tower ATX Smart Case, Commander Pro fan and lighting controller.

I recommend 32gb and most 128gb. Depends on motherboard limits plus cpu.
enough for games and applications today? sure

depends on what your budget is to be able to give an accurate answer
MiNiMUM:

2x 16 GB (dual) minimum DDR4 3200 CL18,
better 2x 16 GB DDR5 minimum 4800 MHz

Dual with higher MHz and lower CL value is the onetrick pony..
