Star citizen can use like 25-27gb quite easily. Minecraft on higher settings can as well but that can obviously be turned down. I think I average like 18gb usage when I play games casually
It takes A LOT of mods to get even close to using up 32 GB of RAM.
16 GB RAM will work fine for the majority of the games out there. The very few that demand more will still work with 16 GB RAM or might even adapt to it.
I've yet to find a game that uses up all of my 32 GB of RAM.
I regularly max out the 128GB of my workstation while editing 8k footage or doing sims in Houdini.
Side note, writing gigabytes of data to make space every time you launch a game isn't healthy for the SSD either, so if you are still on 16GB ram on a "gaming" rig, and not many people here are anyway, consider upgrading to 32GB asap.

I don't think you quite understand how memory usage works. You use that much because you are using software that can use any available memory. If you have more, it will use more. If you have less, it will use less.
The lowest settings in Unturned with a dedicated server Unturned has no problem reaching 16GB at all.
