The laptop versions of these cards assuming both the same wattage of heatsinks (80-150watts depends on the laptop itself). The 3080 should be 20-30% better?
That doesnt mean it always will be though in every game with every API dx11 vs dx12 or vulkan
personally if i had a laptop with a 2080 already, i wouldnt jump on one with a 3080. But if you are looking at laptops and they are close in price? id buy the 3080. Not to mention everything else should be a generatoon newer too

I highly recommend RTX 3080 in your case.. but check its TGP/Watts
Be aware a nvidia "quadro 3800" isnt the same as a geforce rtx 3080
Actual mobile rtx 3080s though. they are nerfed with their boost clocks precisely as you said the thermals of the laptop.
Are they garbage no not really? Its got constraints like anything.
But a mobile 3080 at the 150W is just about the same speed at the stock desktop 2080 speeds. and overclocked desktop 2080 should be better easily
RTX 30 and 40 series stuff is fine though.
But would be helpful to let us know some actual Laptop models you might be interested in so we can check them out and give you better details about them.
