I've had the Quest 2 and HTC Vive Pro and never had any of these issues the Quest 3 has. It's like they rush this stuff and do not properly test them very long, or across multiple batches to see the issues the consumer ends up seeing.

Yes it could be a defect, but I'm not sure. It could be the cable as well.
Try plugging the USB Type-C into a Phone/Tablet Wall Charger; as long as that charger supports 18W minimum. For example most Samsung Galaxy Wall Chargers since the S10 series supports upwards of 20-30 W
