is it normal/good/bad thing to have 10-15cpu usage and 85-90GPU usage

also how can i increase my cpu usage? does it have any benefits to fps?

It will only use as much as it needs.
what cpu?
on tr, it will only use ~1% since the game cannot use that many cores
The system will use as much as it needs for the load, CPU usage doesn't need to be high, nor do you want it to be high. If it runs at 100% CPU usage, it's normally accompanied by performance issues.

TL:DR - Yes this fine, yes this is normal, so long as your GPU usage is staying high (above 95%) you are probably fine. See how your system does with high speed driving in Down Town (to test the CPU) and watch for GPU usage drops (CPU limiting). Likewise check the highway and coas area just outside Paleto Bay near the bunker for testing particles and grass (GPU loading).

More detailed info:

GTA-V is very much multi core aware, however it will only load one thread fully, with many others taking a more limited use role. As such though you will see a single main thread pushed to 100% or near there, along with many more threads with some use but not all use. With a modern CPU with 8c/16t or similar its common to see total CPU usage quite low, as even a fully loaded single thread is only 1/16th the CPU power ;)

Despite the cores not seeing high use, the game itself does make good use of them with noticeable performance gains to be seen across multi-core setups. Some will argue against this, but the fact is, its *super* simple for you to test. To the credit of those who argue its not multi-core aware (or makes bad use of them) they have (now multiple years out of date) info on their side. The issue is how old the data is and how old the systems were the testing was done on. Most any GTA Multi-Core use analysis came out in 2015/16 when the game was still new on PC. At that time there were no good consumer high core-count CPU's and the few that were out used far lower core speeds than their mainline i7 counterparts. This caused a situation where games had to choose between core speed or core count, and predictably few did well with more cores but less speed.

Now days with most multi-core systems pushing well above 4-4.5Ghz that situation no longer plays out. The game can have its cores *and* have the speed on them to do work.

(And also one of the only comprehensive looks at core-use on any semi-modern non-HEDT high core count consumer platform I am even aware of)

It took allot of time to compile, if anyone wants them I have every single bench run individually uploaded (unlisted but linkable) plus have each benchmark result text file from the game itself.

As you can clearly see, the game absolutely sees noticeable gains from CPU core increases, but with each new core the total CPU usage (according to things like windows) would actually be going down. As each new core adds its potential 100% only to then use less of it (say 10-30%).

Hope this helps explain the behaviors you are seeing!

if gpu is not at 90+% (with vsync off) odds are the cpu is holding it back
GTA5 is very optimized so the only way you'll get higher CPU usage is if your CPU sucks, high CPU usage isnt always a good thing.

Your GPU usage is fine, 90+ is normal/what you should be getting.

With that said, closing programs/background apps while gaming may free up some CPU cycles if that could be hindering CPU performance.
Multiplayer or fivem significantly reduce the NPC counts and variety compared to single player.

- NVIDIA RTX 3060
- Intel i7-8700K @ 3.7 GHz

CPU is on 5-10%
GPU is on 30-40%

Is this good or bad? If bad, how do I fix it?

generally with vsync and fps cap disabled, gpu usage should be 90+%

games do not need many cores/threads
8700k has 6cores with ht (12 threads)
way more than most games need
most game mainly rely on a single thread, 1/12 = 8.3%

Getting futher into the problem, I only get 60-70 fps with low CPU and GPU usage

CPU upgrade which in your case means changing cpu, motherboard, and possibly RAM
